Oklahoma Voluntary Organizations Active in Disaster

The purpose of the Oklahoma VOAD (OKVOAD) is to bring together organizations active in disaster services to foster more effective response to the people of Oklahoma in times of disaster.
The purpose and mission statement of the National Voluntary Organization Active in Disaster and the bylaws of OKVOAD specifically prevent either organization from providing direct disaster service to victims, except as requested by government agencies , as this would then make NVOAD/OKVOAD another response agency. In view of this, OKVOAD will continue to be a facilitating agency to bring together as many voluntary organizations active (including spontaneous groups) in a disaster response as will participate.
With this in mind, OKVOAD shall support the response to disasters as appropriate in the following manner:
I. OKVOAD chairperson (or designee) will report to the State Emergency Operations Center and become the liaison for all VOAD members not then represented in the EOC.
II. OKVOAD chairperson (or designee) will meet with the State Donation Coordination Manager (or designee), and will call and facilitate a VOAD meeting as soon as practical and needed to do so.
III. OKVOAD Chairperson (or designee) will provide updated reports of voluntary agency activities to the Oklahoma Department of Civil Emergency Management Emergency Operations Center at regular intervals or when necessitated by dramatic changes in service or location.
IV. At the close of an operation, OKVOAD Chairperson (or designee) will request a consolidated report from each voluntary organization assisting in disaster response. This report is to include recommendations that will enable OKVOAD to encourage and implement corrective actions that will enhance future response and recovery operations. Reports will be brought as an agenda item at the next OKVOAD meeting following the disaster.
